OP, not really because Naruto can still achieve SM without the 9 tails. The 9 tails is not the reason he has a large amount of chakra. In fact if Naruto was never given the 9 tails his base mode could have been stronger since we know the 9 tails made it harder for him to control his chakra. But it is true that all of power and chakra comes from the 10 tails.

If he could then when he started using BM and KCM he would have already been mixing Senjutsu with it, Kurama had to tell him it was all right for him to use Sage Mode at the same time as his chakra.

Also Yamato noted that it takes a large chakra pool to keep the 9 tails sealed, and even when he was cut off from the 9 tails he was able to fight for days in the forest and still use his Shadow clones.
