Anyway ill say sasuke. Its true that, if sasuke used amaterasu like the way he used it against raikage naruto will dodge it, but he could utilise this jutsu more effectively if he comes up with a good strategy.

naruto has gotton smarter battlewise. and also when it comes to it sasuke always either faces someone who is extremely ill (orochimaru, itachi) , someone who lets him win (naruto, itachi again) or is covered by others during battle (when he fights raikage, killer bee, danzo ets). :3
