Its funny how the op said we should give reasons and yet people just rode their fav characters **** without giving a reason.

Anyway ill say sasuke. Its true that, if sasuke used amaterasu like the way he used it against raikage naruto will dodge it, but he could utilise this jutsu more effectively if he comes up with a good strategy.

I enjoy your reason but I am putting my money on naruto, despite Amaterasu not sealing sasukes eyes, I am fairly sure it still takes up a large portion of chakra *much less then sasunoo but probably more then a chiridori* so I don't think he would be able to spam black fire all over the place to lure naruto in or anything. Anyway you never know I guess
