naruto wants himself to look dumb.he is very smart when he wants to be.
just remember zabuza fighting arc(the shuriken shadow stuff)and many others.he is learning jutsus very fast when he is motivated.plus clones are helping him and he can traing 2000 times faster!
so it comes out naruto learnes it much more faster!

naruto learns faster. before naruto learned to use his clones he would have been learning jutsu about as fast as sasuke.
as pointed out naruto learned rasengan in weeks without help and sasuke learned chidori in about a month. and as jiraiya said rasengan is harder to learn.
also naruto learned multi shadow clone jutsu in hours maybe less. on his own.

Its really hard to answer...
When it comes to analyzing opponents attack in battle then Sasuke is the fastest.
but there is difference between learning things and understanding things...
If it is about understanding things then sasuke surely is fastest
But when it comes to learning things during training then Naruto is the fastest because of its kage bunshin .

If each person was given the same time constraint to learn, Sasuke would win, however Sasuke is also too arrogant and Naruto's dedication outweighs Sasuke's natural talent. (IMO of course)

This is not a knock on either ninja. Obviously they will end the two most powerful of their generation. I have no problem accepting Sasuke; however, do not think that a total moron can learn Rasengan, FRS, and sage mode.

sasuke only learns fast because of his sharingan, if he didnt have that he wouldnt have gained rock lee speed and taijutsu that fast

it took him one month even with his sharingan to copy rock lee's speed&taijutsu.he is not that good!

ya naruto only act dumb because he didnt really have a male role model that he culd look up too, and if the 4th was still alive naruto would probably be even stronger

. Be careful Naruto is comin'.They are both good and equal. Otherwise they wouldn't have come this far. Both have advantage: Sharingan and Clones. Both are very helpful.

The way Naruto learns is simply a plot device. If all he did was watch someone else do the jutsu with a sharingan, we would never have a teacher explain how things work. Neji is smarter than Sasuke. He learned all of those within the main house techniques on his own such as rotation and 64 palms.
