Kaguya is easily Multi-continent buster.. She can basically switch and change dimensions. She could even destroy a whole planet considering when she created that huge Gudoudamas BZ noted with this she can create a new Dimension I'll say she's 2000+

Hagoromo; Well Hagoromo was said to create the moon I'm pretty sure he can easily destroy it. Multi-Moon buster level 1850+


Juubi Madara; Madara using created Multiple Chibaku tensei I'll say he is a Continent Buster 1500+


Naruto; Easily Multi-mountain buster if not continent Buster +1200

Compared to most manga/anime, Kishi cares alot more about character development and stuff like that rather than making his characters op as hell.

When it comes to power scaling, Naruto is more like one piece, there are powerful characters, some pretty op, but compared to other manga/anime the power levels are not that good.

I think the power level mark of NV if not including Ootsutsuki is current Naruto and Sasuke
And from that and what they have shown to us, I declare that NV without Ootsutsuki is below or on par with DB end saga power level and still not reaching early DBZ.

Naruto and Sasuke are around 250 with their continental+ level power. Kaguya is planetary but is slower than many DBZ characters although her hax makes up for it so she must be around 1000 atleast.
Still weaker than initial DBZ tbh. U_U

I can Say Kaguya can beat Nappa from DBZ but anybody above that she gets stomped horribly.
