Naruto and Sasuke have reached Multi-Country Level, so they're stronger than a few of beginning of Z's characters.
Kaguya completely surpassed anyone in DBZ if she's in the Core Dimension and has the world under Mugen Tsukiyomi. As her Dimensional Gudodama destroys the dimension she's in and creates a new one.

This isn't the DBZ Verse but if you're wondering, I'm gonna say around 500-1000 because if they were as strong as Super Saiyans, the world would blow the fk up

It's unknown how big her dimension is but for sure she is planet level since her dimension can harbor a moon.

Not even Joking, Naruto and Sasuke were in the Fire Country, yet their attacks almost reached Kakashi and Sakura in the Lightning Country. Which was three countries away.

I think people underrate the god tier's power levels because of DBZ nostalgia.
That being said, there are a lot of others that completely exaggerate them.
IMO, we have absolutely not seen naruto/sasuke's upper limits of sheer destructive power. I believe that (in tandem) the two of them have moon busting potential. That being said I think I rate them each around 220-250 individually, and anywhere from 285-330 as a collaboration (which I believe COULD be enough to take out the moon, and is even likely to occur during The Last if you think about it).

Naruto is the strongest of the Big 4 shonens {One Piece, Bleach, Fairy Tale} but overall it's low tier among the majority of animes.

It can, its completely subjective. The DC of Kaguya's Gudo Dama varyies exponentially depending on that. I went with Universe + simply because, in general, most dimensions in fiction have multiple planets in them at the very least.
The last hype in the DBZ manga that I can remember was Cell being Solar System Level, so they definitely didn't reach anything ridiculous like Universe Level or anything like that.
