I think the Sage's words pose the question about the cycle of his son's chakra being reincarnated. As in, who will break the chain? He said their chakras are reincarnated over time, with the younger one's being reincarnated into Naruto. And the older one's obviously in Sasuke. He mentioned about how co-operation with others; love, was the right path. And that is why he chose the younger son as the successor. I think all this being revealed is setting up a plot twist. I don't think Naruto is going to be the one to break the cycle.
I think it's going to be Sasuke.
Think back to what Tobriama said when explaining the Sharingan and how the ocular chakra manifests at grief or a high emotional response or trauma. He said this is because the Uchiha have a higher capacity to love than Senju. This implies that Sasuke, as an Uchiha, has a higher capacity to love than Naruto. If we want to see the cycle of rebirth broken, then Sasuke will have to chose another path, which he has already done, but follow it to its end. He can usher in Hashirama's dream about wanting Madara to be the First Hokage so that people won't fear the Uchiha, and stop this never ending cycle of rebirth.
One thing to consider is, people are reincarnated until they get it right. Sasuke will get it right.
With Hagoromo revealing the information about his sons, Ashura and Indra, whose names are derived from Buddhist and Hindu cultures, where reincarnation is historically prevalent, it reinforces the idea that someone will stop the cycle.
