Sasuke shows up and Pein orders him to go to the Hokage's palace and force the Hokage to tell Akatsuki where is. So Sasuke goes to the palace and demands to speak with Hokage so some root guys (not knowing who he is) take him to Danzou. guys naruto and sasuke have had a constent power struggle since they were kids. first naruto had nine tails and sasuke had curse mark which they left. now naruto has sage mode problematic and sasuke has MS probably gonna go blind. a.k.a problematic. but sasukes gonna get EMS from itatci while naruto will learn sage mode while moving!

Exactly, I like agree with this so much, I have been saying it has been a powerstruggle from the very beggining and each having abilities designed to counter each other in everyway.

well "technically" water doesn't really conduct that well.
but going by the fire>air>lightning>earth>water>fire
naruto has air so he is strong to lightning element, but weak to fire element. this creates balance(excluding the fact that it is only 1 element) in a way because naruto is half weak, half strong against sasuke.
now lets go further and get naruto's second ability which he ALREADY has.

these techniques are weak against nothing, and super strong against nothing, so they are still balanced.
Naruto is now creating another one, and it can be argued that stuff like sage mode and shadow clones(although they aren't really this type of jutsu) can be placed under that as it was put into the manga to make naruto even to sasuke, and they aren't elemental.
that is my argument is that naruto is already balanced and parallel with sasuke, if he gains water it will become uneven and unbalanced. Don't get me wrong, I think water is great, and wouldn't be a bad addition to naruto, although I don't really see him using it effectively(any of the water jutsu shown so far) although I think he might invent his own if he does get water jutsu. I personally hope he doesn't get water, and I don't think he will get water.

Neither water nor salt water conducts electricity..... They conduct IONS.... Electricity is just the flow of electrons.... Not the atoms themselves... Ion flow in an electrolyte does not involve electrons leaving atoms and going to new atoms, it involves the actual atoms migrating with net electrical charges.... Very pure water has very, very few ions... It is something on the order of a 10^-7 molar solution of hydrogen and of hydroxyl ions....
Adding something that ionizes in water (an acid, which provides hydrogen ions and negative ions of another type, a base, which provides hydroxyl ions and positive ions of another type, or salts which provide two different positive and negative ions) will increase the number of ions that are present to flow.... It's as simple as that.
Pure water APPEARS to conduct electricity badly simply because it has so few ions.... Salt water APPEARS to conduct well because it has so many.... The big observable difference between electrical current and ion flow is at the junction between the two. The ion eventually has to give UP its charge to become an electrical flow, and doing so involves an oxidation or reduction reaction, which means a chemical change, more often than not including a chemical change of the metal that is making contact with the liquid. True electrical conductivity does not involve chemical changes....
Thus you never have to replace copper power lines because it has all oxidized through, or anything crazy like that.
Water does help lghtning, we've seen it many times, like that girl in Sora's filler that combines them to attack Naruto. Or even Shikamaru in the latest anime episode, when he uses the water scroll to summon a puddle, and when it's hit by Kakuzu's Raiton heart jutsu it conducts it to attack Kakuzu himself.
Still, i agree with you that he probably won't learn water element. It's more likely for him to use chakra manipulation jutsus.
