What do you mean? The full power of the 9-tails? You mean he will become the 9-tails or do you mean something about his own power, e.g. sage mode?
Btw according to Kishi's interview:
"Naruto's seal will be released by the end of 08, or beginning of the 09. At least 4 tails will be released, be prepared it could be shocking scene".
And now I am wondering... if this happens by the end of 08 when will Naruto and Pein meet??
i have a huge feeling that tsunade is gona die soon and kakashi is gona become hokage
and when naruto returns konoha is gona be like burn to ashes and like naruto is gona hunt down pein and then sasuke
ALSO this narrows it down to 2 scenerios that are possible
One is sasuke and hebi are gona retreat
OR
Two is akatsuki are gona assist him in the fight

1. Akatsuki Leader's(not confirmed if its Pein / Madara) strength can't be matched even with 3 Sannins of the leaf.
-> With Jiraiya's death against Pain this seems to be confirmed, and by knowing that even Orochimaru was under Pain's lead
when he was in Akatsuki
2. There is another character in Akatsuki, and unexpected member will bring a chaos
-> I would also like to say this preview is confirmed, and this unexpected member would be Tobi(Uchiha Madara)
3. One of the Akatsuki's member becomes friend/ally with Naruto
-> not yet confirmed, I'm expecting it to be Konan or Kisame

2. Akatsuki's leader kills 6 people
-> not yet confirmed, however I think Pain did kill "6" people including Jiraiya. The other 5 would be Pain's bodies.
3. Sasuke and Itachi's fight will cause chaos; Uchiha, Uchiha Madara's secrets are revealed and all the skills of the MS will be revealed. The fight will end with death of one.

4. Naruto will collide with Pain; Kakashi's team will collide with Tobi. There will be big turnaround on Tobi v. Kakashi's team.

MK: Yes, definitly. I actually wanted to reveal more about Yondaime earlier, but other characters were in development and some fights still had to be dealt with.
SJ: While we're at it... could you please tell us if Minato was the strongest shinobi that ever lived?
MK: Hmmm, it's a tricky question. As far as dead shinobis goes, then yes, he's the strongest. I'd say that Sandaime shares the number one spot with him. As far as living shinobis goes... well, without going into many details I'd have to say no. There's a couple of shinobis whose stronger than him.
SJ: Now that Itachi seems to be dead, what is Kisame going to do now?
MK: Kisame has always come off as a sidevillain whose only purpose is to travel along Itachi. But to my surprise, Kisame has gone from an unpopular character to someone whose more popular than Deidara after the Gai-fight. I won't say too much, but Kisame is a character that wont die anytime soon. I will definitly develop on his character more and possibly make him...

I reckon that Kisame will have to join the battle... he will step in and try to defeat the 8 tails... as I recall in japanese mythology a genius will release the 8 tails and he will obtain power because of the sword od the genius prehaps Kisame`s Samehada (his sword for those who might not know) is the legendary sword that we empower the 8 tails... and Kisame will die... that would cover the whole "Akatskuki member dying" thing...
but I don`t know... even if I wrote this heehhe I find it to be farfetched... It`s still not the time for something like this to happen... or is it?!
