Naruto is clearly superior to A. Not only hes faster, but he can also make several kage-level clones and is better than A when it comes to thinking during battle. 4th Raikage has no chance. I can say the same about Mei, Gaara and Tsunade, Onooki would be a fair match.

current kages, yes, although oonoki would be very tough to beat, as he can fly and do dust release.
past kages, i don't think so. muu,second mizukage and the previous hokages can all beat him i think, at this point in time. maybe even yagura as he was a perfect jinchuuriki of the sanbi. he could beat them all though, and if he learns tb rasengan and becomes a perfect jinchuuriki he will have surpassed all of them i think
