How is it a NO for A? A clone with 1/20th or less of his chakra beat the third raikage, who is better than the 4th raikage in every single way.

The third raikage is stronger, has a better raiton armor, has better attacks, has more chakra, and is more durable.

I mean Naruto would have a harder time with Onoki but it should be a fairly straightforward battle between him and A.

They are equally fast, but Naruto has versatility, which A does not. A is a linear fighter with one set of moves. Naruto has summons, taijutsu, various versions of rasengan, and wind element which is superior to lightning element.

Add into that the fact that Naruto had almost gotten down the TBB, and has chakra arms that can attack for him from any direction, and also has sage mode to fall back on, and you have a sure win for Naruto, if not an easy one.
