A at his full strength owns Naruto in KM/SM.
Onoki, maybe... If Onoki gets his hands on Naruto, that Might be the end.
But Naruto could also...

Oonoki could beat naruto in SM, but in KM naruto takes it..

Oonoki < Naruto KM
Ooniki is versatile and pprobably beat Naruto in SM but not now with KM and clones.

In a 1 on 1 fight with all the current kages i would say naruto could beat them.
Raikage: He showed that he could dodge his attack at full speed. This would be one of his toughest fights but in KM speed does help. SM would work as long as he wore the Raikage out.
Tsunade: This fight he could win. his speed is much greater and with KM he can get off rasenshuriken easier. SM would hurt tsunade if he landed a punch before she did.
Mizukage: This would be his easiest fight i think. she has multiple kekkai genkai but naruto's raw power and KM/SM would be overwhelming for her.
Gaara: Gaara may be the slowest of the kages but his ultimate defense is defenitly something that naruto would have to get past. gaara'a ability using sand clones is extremely efficient. This fight would depend on location.
Oonoki: Naruto here would need to take advantage of KM to wear him down and SM for devastating blows. but oonoki has some vicious attacks as well as a massage endurance. Im not so sure on this fight.
This is saying that these fights were excluding emotions and such and just being straight fights.

if he beat the 3rd Raikage i dont see why he cant beat the 4th Raikage and the other kages i think he can beat them 1vs1 in his current level

No he can't. He wouldn't of ever beaten the 3rd Raikage without help. In a 1v1 he wouldn't win because he wouldn't have help. He had help from Gaara against Muu other than that Muu is a horrible matchup for Naruto for the simple facts that he can fly and make himself invisible to everything. Minato, the 4th raikage, Hiruzen in his prime, Hashirama, and maybe even Tobirama might be able to beat him. Naruto's strong but to say he can beat every kage is ridiculous.

Hashi is sooo Overrated...he didn't even beat Madara..in fact Madara just used the battle to his advantage to gain new powers.
Plus KM Naruto did hold his own against other Edo-Kagaes and his mere clone was able to hold off Madara's Wood attack...Madara probably had Sharingan-ed Hashi back in the days.
And about other Kages go :
He can beat any living Kage 1 on 1
And he can't beat Tobirama and Minato.
