In fact it's a bit complecated, I heard from a guy and I searched in narutopedia but yo won't undestand a thing from what it says unless you have some knowledge. So in order to understand who is a good animator you have first to check the animators that were used in one episode whose animation was great. That's how that other guy knew in advance that the animation would be perfect last week.
