He could have low-key stored some as they ran to VOTE . But for some reason Naruto didn't do that and went to VOTE in base mode and have Sasuke force him into a corner.

Sasuke never went all out from the beginning. He was just using his mid powered attacks in attempts of getting Naruto to fight seriously. 3 Susanoo arrows =/= going all out. Susanoo Chidori =/= going all out etc etc. And Naruto also countered them with similarly powered attacks. I don't see how that proves that Naruto is stronger or could kill Sasuke if he wanted because neither were going full power.

And Sasuke only went all out when he absorbed the bijuus chakra and released Indra's Arrow. And by that time, Naruto was also going all out since he ALSO USED his most powerful attack. Cramming all the NE around in two of his MOST powerful attacks = going all out.

Naruto's strongest attack is senpou chou bijuu rasenshuriken enhanced with NE. That was his strongest attack at the time. Anyways, Naruto's heart wasn't in it. If it was he would have dodged that linear as shit arrow and killed him.
