No. Sasuke probably can, but not Nagato, since it's not originally his eyes. Read the data book translation about Limbo. It says nothing about it being exclusive to Madara, whereas Amenotejikara is said to be specific to Sasuke.

I thought Rinne Tensei was the one that represented both life and Death. Since you're bringing someone or some people back to life, but in exchange for the users life. It would make sense that Limbo is part of that path since Limbo is basically purgatory, which is between the life and death realm.

So Gedou (the seventh and outer path) can have three abilities.
