Going with the Sannin here. CST could be blocked by Katsuyu as shown when mini-katsuyu survived it. CT is basically the opposite force and I'd expect a full, hundred times larger one to survive just the same (with the Sannin inside). Afterwards Manda can tunnel through bedrock like he's shown to before, Orochimaru can use LAC, etc.
Just how I think they can counter the big 2 nukes since people usually think it's the biggest problem.

it's nagato, not the paths, nagato techs are stronger when he doesn't use the paths with pein's bodys, so nagato can counter some of the sannin summons with his own, ninjutsu wont affect him tsunade is blown away by CT jiraya for me won't have time to activate SM since it takes a while and while he is not moving nagato can pull him with banshou tein and if tsunade succeeds gettingl close nagato could pull her soul plus he can use missiles and creat more arms with azura path

I'm not saying who would win but I don't agree with some of those points.

Deva path alone defeated 3 boss toad summons who were also have a hard time against Nagato's summons and gedo mazo is there as well.

Ct needed frs, tbb and Itachi's susanoo attack to destroy it. I don't think Orochimaru's attack compares to those 3 attacks combined.

Sm, jiriya was had a lot of trouble against 3 of the weaker paths and was easily defeated when they all attacked him. They did catch him off gaurd, but they were clearly stronger. Deva path was also doing well against Naruto's perfect sage mode.

Last point i'm not sure off.

nagato. cerberus cant die, theres the chameleon to worry about and the crustaceans suitons. nagatos gale palm wind release and usage of all 5 elements, uzumaki clan sensing and life force, enormous chakra levels, six paths in one body. they have no counter yet for CT or human path
