Madara showed us, that is doesnt matter how many opponents a Rinneganuser has. He wiped out nearly the whole army in seconds!
Even if Nagato cant summon meteors, he can use a chibaku tensei and create a muuuuuuch bigger version, than that puny thing he used to catch kyuubi. Remember, he was total exhausted, when he used it. The result was quite impressive.
And: The most Uchihas werent really strong. Otherwise, two people couldnt kill the whole clan. I guess, the XY-Uchiha has his firestyle, a little or relative strong Genjutsu, normal til good Taijutsu, and some Jonin maybe have another element.
Nothing helps against a large distance attack like chibaku.
Even Gedo mase would be enough. Did you watch Hanzous man dieing? I dont think, Uchihas will survive something that kills you by one touch. (that souldreaperdragon, which is quite more effective than your beloved Totsukasword.)

Oh, I didn't read that the Uchiha police force includes Itachi. In that case the Uchiha clan wins. Obviously. Itachi on his own is a fair match for Nagato - adding the rest of the Uchiha will just give him an overwhelming advantage.

nagato can not win because it took itachi and madara to kill all uchiha police.
