You would be right about the Kakashi=Obito but I'm not really a fan of putting two Characters at the same spot. Plus you can say DMS Kakashi has a time limit while DMS Obito doesn't.

Why is he above Gaara? Ay? Danzo? Can someone please explain to me what puts Jiraiya in top 25 lists? Isn't he weaker than SM Naruto, since his SM isn't even complete?

Don't get me started lol...Sage Mode Jiraiya is at least a tier above Base Jiraiya, and against most opponents he can enter Sage Mode.

He's underrated

Doesn't matter if his sage mode is incomplete, as long as Fukasaku and Shima are there, once he's in sage mode, he's top tier.

- op, sound genjutsu that's extremely difficult to avoid
- giant rasengans
- paralysis genjutsu as well
- can summon all 3 boss toads at once, essentially making it 6 vs 1 in battle. The opponent will get stomped
- Frog kata deadly ass Taijutsu, you can't even see it coming
- Has Fire style, Wind Style, Earth style and Water style all at his disposal
- Sage art bath of boiling oil is basically like Lava.
- Toad gourd prison to seal difficult opponents.
- If jiraya restrains you, he turns you into a toad just by touching you.

Sage Jiraya should be ranked much higher. It's not even funny how low some of you rank him. Even pain admitted he would've lost if jiraya had more Intel. That's quite a testament. Sent Kisame and Itachi running as well.
