This isn't a battle between the two characters, this is a comparison of their power levels: Naruto with Gamabunta is overall stronger than Kakashi. ^what you said above is situational on the conditions of the fight.

Gai and Kisame have few Part 1 feats.

Sasuke spent much of P1 either getting beat up, incapacitated, or having a superiority/inferiority complex. To be bluntly honest, Sasuke hasn't done very much in P1 either, but you squeezed him in. Gai held his own against an opponent in Kisame that was superior to any Sasuke faced in P1, easily defeated who knows how many guys(albeit fodder), but doesn't get a mention. If the point of a Top 10 was including feats, then Gai's were definitively better than Sasuke's. The guy definitely deserves a spot if he could hold his own against Itachi on top of all of that and Sasuke spent all of 1 or 2 mins getting soundly neg diffed by him.
