This is my Part 1 Top 10 list. Part 1 characters, feats, and intel only.
1. Jiraiya
Along with having the highest Databook stats in Part 1, Jiraiya proved himself powerful indeed by fighting on par with the legendary Orochimaru, as well as scaring away both Itachi and Kisame (Kisame even admitting inferiority and Itachi going out of his way to seperate Jiraiya from his target in order to avoid confrontation with the Sannin.) Jiraiya was also acknowledged as hokage-level since the elders wanted him as hokage; he was a member of the Legendary Sannin; he was the sensei of the mysterious Fourth Hokage.
2. Itachi Uchiha
Itachi totally shat on his little brother back in Part 1. He forced Kakashi to undergo 72 hours of mental torture within his genjutsu which one-shot him. He showed incredibly fast jutsu speed and Orochimaru even admitted inferiority to him (this is the main reason he is ranked so high.) He also showed the ability to escape Jiraiya's jutsu and save himself and Kisame.
3. Orochimaru
Orochimaru displayed his incredible strength with many different boss snake summons as well as fighting on par with his sensei (who was said to be the strongest hokage.) His Edo Tensei proved dangerous as well (even if his edos were not close to their full power.) He was the main villain of Part 1 and put up a good fight against Tsunade and Jiraiya despite being armless.
4. Hiruzen Sarutobi
Hiruzen was pretty damn strong even in his old age. He was said to be the strongest hokage. He showed a variety of jutsu, was said to know every jutsu in Konoha, and was said to be able to use all five elements. His tag-team with Enma is very OP especially when Enma transforms into his pole.
5. Gaara
Even in Part 1, Gaara was a beast. His sand techniques were very OP, including his ultimate defense, sand armour, Third Eye, flight ability, ability to create sand from the ground, and his massive sand tsunamis and sand burials. He defeated Kimimaro, a strong opponent who solo'd the Sound 4.
6. Tsunade
Along with being a Sannin and extremely strong, Tsunade is a reknowned medical ninja who beat up Orochimaru and was strong enough to be made hokage. She defeated Naruto with one finger and can summon Katsuyu, a very powerful summon.
7. Naruto Uzumaki
You may be surprised that Naruto is up so high here, and that's mainly because of his kyubi chakra. Also, he kind of solo'd a tailed beast with Gamabunta...he defeated Kabuto (who in Part 1 was said to be Kakashi's level), stood up to Orochimaru, defeated Haku, and can summon Bunta.
8. Kimimaro Kaguya
Kimimaro, posessing a rare KKG, was supposed to be Orochimaru's vessel before he caught disease. He solo'd dozens of Naruto's shadow clones like they were nothing, then fought and displayed superiority to Lee (who almost defeated Gaara), and then fought to the death against Gaara, tanking multiple sand coffins...he solo'd the Sound 4 and was about to kill Gaara before he died of disease. What can I say, he's strong.
9. Kakashi Hatake
Kakashi the copy ninja...defeated the Demon Zabuza, solo'd fodder Sound ninja like it was nothing, showed proficiency in all areas of shinobi arts (very well-rounded) and has ninja hounds, three chakra natures, sharingan, genjutsu, good taijutsu, and strong ninjutsu - as well as being very intelligent.
10. Sasuke Uchiha
As well as having curse mark, sharingan, and defeated Naruto at VoTE, Sasuke has good taijutsu and speed (stated to be on par with Lee's), strong fire techniques, chidori, high durability, and intelligence. He solo'd 8 of Zabuza's water clones like they were nothing.
