Complete Susanoo was only define as the next stage in the Susanoo development. Yes, Susanoo is the manifestation of the user's chakra, but it becoming stronger based on the user's chakra level is only speculation as it was never stated.

When did EMS Sasuke grew Susanoo legs after receiving Naruto's Kyuubi chakra? Do you have any scans? Because I don't seem to remember that.

But let me answer this anyway. Susanoo naturally progresses as the user gets more trained with Susanoo i.e. constant usage. So as time passes, Sasuke's Susanoo will grow stronger regardless of anything. And that's why it manifested legs, then it manifested PS form.

Susanoo's progression is reliant on the potency of the chakra, yes, but to manifest a larger Susanoo you would clearly need more chakra, and going off of the feats from MS Sasuke and MS Itachi, they don't have the chakra to manifest a Perfect Susanoo despite having the the eye needed to do it.
