Yes, but the chakra only boosted Kakashi's body capabilities which lead him to being able to use PS but if he tried to do it without he would've probably self desructed, for example, if Obito had both of his MSs while he was not exhausted, he would have probably been able to awaken PS because clearly Obito's body is way more powerful than kakashi's especially with Hashi's cells.

What matters is how powerful and massive your chakra is...having a lot of yin chakra will get you there....under normal circumstances uchihas couldnt call upon PS with only MS as their chakra was not powerful enough....that's where EMS comes in

So prerequisite for PS is not specifically EMS but powerful chakra which is evident when you look at kakashi who got it with the help of rikudou chakra
