This can go either way. Kisame's fighting style is basically creating a mass of water in order for him to feel right at home. He can breath underwater, but also if he fuses with samahada he is a force to be reckon with.
Sasuke will be at the disadvantage from the start, especially if kisame fuses with samahada from the start. Whilst its true that even if kisame fuses with samahada he isnt fast enough to evade amaterasu or susano's arrow, due to him being underwater, he can evade. Sasuke's lightning techniques would be rendered useless, because he would also be in the water and im sure he is smarter than that. Saying that if susano can protect him from electric shock then he stands a great chance, although im not sure if susano can because a partial susano's weakness is underneath it and due to this, sasuke's feet would be in the water, therefore even if he uses a partial susano he would still get electrocuted. His fire techniques arent very useful in such a situation.
Sasuke's best bet would be genjutsu, soince his tsukuyomi isnt on par with itachi's he basically has to fool kisame with genjutsu and render him vulnerable to a real life attack, otherwise kisame would win.
Also another big advantage kisame has is the suiton daikodan no jutsu;

Due to sasuke's current spamming of ms techniques which i need not tell you how powerful they are, they would backfire greatly against kisame's technique;

Read carefully what that technique does. Its imo one of the best techniques in the series. All in all, kisame takes this with mid to high difficulty

Kisame can't touch sasuke once he has blaze release without getting his hand burned completely off.
Once, kisame gets caught in a genjutsu, no matter if it is for three seconds.
That is three seconds that it takes to cast a jutsu.
Susanoo is the defense that Samehada cannot penetrate as it is not made of chakra.
So explain to me why kisame wins, even if he is in the dome?
I dare say Kisama, I mean if Sasuke were to use, his all relialable Susano'o, Kisame's sword the "Samehada" would eat away the Susano'o, I mean isn't the Susano'o made out of pure chakra? And the more chakra, the stronger Kisame gets right?
