The mangekyuo is jounin, or sannin level at best.
Tobirama (kage) shitted on the MS user izuna.

Minato (kage) also beat MS obito during kyuubi attack

Hashirama (kage) shitted on even the EMS (madara).

Ill tell you which techs kage level, the hiraishin (flying thunder god). Anyone who can use that on their own is a high kage level.

All the kages you listed are high kage level except to Hashirama that he is even above this level. So it doesn't mean that an ms user isn't a kage level. Ms user is at least low kage level.
And by the way Tobirama and Izuna were fighting years each other and in only on battle Tobirama was able to defeat and kill Izuna. About Hashirama and Madara, thier final were close and it was extreme diff for Hashirama to beat Madara.

Susanoo = Bijuu
Tsukuyomi > Genjutsu
Tsukuyomi > Kage's will
Kotomatsukami > Edo Tensei (Tobirama the Kage's jutsu)

Is that enough proof ?
