Naruto defeated Six Paths of Pain who were S-rank

Nagato had handicaps in that battle though, including the fact that he couldn't use Deva for the first half, Nagato's chakra levels were drastically reduced from destroying Konoha, fighting Kakashi and the other shinobi, and Naruto had full intel. Plus, Hinata, Kurama and Minato had to intervene so that Naruto could beat Deva.

Still, a Kage is supposed to be the strongest person in the village, yet Tsunade was Kage while we had SM Naruto and Kakashi around, Don't even remind me about No-sharingan Kakashi becoming Hokage, the only reason he probably managed to survive as Hokage for so long was because he had one of the biggest power-houses in NV on his side and under his control.

He had the opportunity to kill him, ill give him that. But lets not forget the help that Obito and Karin was giving him during the fight, without it Sasuke probably would have died.
