Kaguya is the only one in the NV who is God level.

MS probably does grant S rank jutsus but you misunderstand. In Sasuke's case, all EMS did was enable Sasuke to use his eyes with no risk of going blind. It allowed him to master his powers. It doesn't mean he gets to high kage level or whatever. Madara, I can't say about, since we don't know what his EMS did for him exactly.
