It's already implied that Hiruzen fighting capacity wasn't enough to handle a powerful threat like the Kyubi. That's why he was waiting for Minato. In fact he almost died against Kyubi's TBB if Minato didn't intervene. Seems that you underestimate the threat that Kyubi represents and especially what the masked guy represented for the future. It's THE reason Minato sacrificed himself, for the sake of the future. Without his decision of sealing the yang of Kyubi's chakra in Naruto, there would have been no ninja world right now. It's something that Minato forsaw from the start, the threat the masked guy represented. Even if he killed the Kyubi and lived, what would he have done if the masked guy came later along with 7other Bijuus to destroy the village? That's probably one of the reasons he needed to make his son a Jinchuriki, so that the strongest Bijuu, having a host could fight more efficiently against a future threat that the masked guy could represent

I agree though that thru accomplishments, Tsunade did really well to do her best to save the village, but doing his best doesn't necessarly means it was useful. Whether Tsunade saved life or not during the Pain's attack, many people still died and herself was incapable to save the village. If not Naruto, Konoha would have been completely destroyed already and everyone inside the village as well since she was already as good as dead by the end of the village range Shinra tensei. It's Naruto the one who dealt with the enemy because of Tsunade's incapacity to do so, it's Naruto the one who reconverted Nagato so that he could revive the villagers(that act making Tsunade's act of saving villagers useless btw since they got revived anyway)

Hiruzen as well didn't do much. He maybe had the longest reign, but also the worse accomplishments as a Hokage. During his reign, all the Uchiha clan got killed(Minato even said he could have probably avoid that fate), he was incapable to regulate the situation with the Hyugas. In fact, he was a bad politician, because it's really funny to see that Kumo attacks Hyuga clan by trying to kidnap a Hyuga member, but they are the one who still complains about it by wanting to have the leaders head instead because of the Hyuga clan defended themselves against a traitor. How is that possible? What did he really accomplish that was good beside only giving someone as weird as Danzo full power?

I think I shall go with your opinion....
BTW, what do you think of Senju bros??? About their role as Hokage???

Itachi can beat Danzo and tsunade (low-mid difficulty). He can beat Minato(mid-high difficulty). He can also probably beat prime hiruzen and tobirama. The only one I am sure he cannot beat is hashirama. Don't underestimate itach either. He is more powerful than most of the hokages and kages in general.

Sorry bro, even Jiraiya admitted they'd die together if they ever locked combat, and Jiraiya outclassed Tsunade. :l She has a limited array of techniques and Itachi's speed and Genjutsu prowess is enough to temporarily incapacitate her.

In terms of combat, she's pretty mediocre except in her durability... But in terms of accomplishments of what she's done for
the Shinobi World she's underrated, highly. I don't take anything away from what she's done, but I can't overrate her either.

You're right... she was close to death fighting Pain... + Jiraya survived longer against Pain... as a hokage she is going to save the villlage... but everything was done by Naruto

Itachi is on par with others because she is pro at what she does.

She is not a ninja that focuses on 'combat', but her skill in medical ninjutsu probably surpasses the skill of Minato with all of his jutsu combined.

HER PLAN WAS TO GET NARUTO BACK AND USE IN THE FIGHT WHILE SHE HEALS THE INJURED AND LOOKS AFTER PEOPLE. TO BAD DANZO BETRAYED HER.

She can apply her medical ninjutsu into combat. Hell she soloing 5 Susan'o clones.

You should also know how she got the fear of blood in the first place, tisk tisk, you need to brush up. All this time during that part of the fight she had her fear of blood, i'm sure kabuto wouldn't have messed with her after she got over her fear of blood and went at oro. If oro didn't have such techniques to practically make him immortal he would have been dead, we can only give him the fact he had no arms. He still gave both Jiraya and Tsunade a tough fight all the same so don't use that as an excuse to belittle her. I know jiraya was intoxicated also but that equals her fear of blood at the beginning of the fight to me they are both handicaps.

Yes, even though she is arguably the weakest Hokage, she is also in my opinion the best Hokage.

But,

Itachi > Tsunade (Sannin are all equal, Oro said Itachi = is stronger)
Itachi = Minato
Itachi > Hiruzen (Not sure about Prime Hiruzen)
Itachi =< Tobirama
Itachi < Hashirama
