Tsunade

Konan
I would place Tsunade above these two ladies based on feats, skill and experience.. Without much prep, there is no way Konan and defeat Tsunade.. True, Tsunade would have a hard to lay her hand on Konan but skill have Katsuyu who's acid would work well against Konan's paper jutsu.. With much prep, i think Konan can defeat Tsunade, but at a random encounter, i see Tsunade winning..
I would see Mei actually wining against Konan in a random encounter battle.. Mei's Boil Release would work effectively against Konan's paper jutsu especially if she manages to entrap Konan in a close room (seeing she also has Earth Realse, she can very well do such a thing)..
A battle between Tsunade and Mei would be an interesting one.. Mei's Lava Release would keep Tsunade at bay for the most part, and she can also possibly entrap her using an Earth Style jutsu and finish her off with her Boil Release.. But Tsunade has her Strength of a Hundred Healings which allows her any physical damage without any conscious effort.. Also, Tsunade is faster and more nimble than Mei plus she has Katsuyu.. Just one direct hit from is all it takes for her to win against Mei..
Others would include Yugito Nii, Temari, Sakura, Chiyo and Kurenai and Fū..
Others like Mito Uzumaki, Kushina Uzumaki and Princess Kaguya Ōtsutsuki have basically no feats in actual combat to assess..
