Anyway it is between Mei, Tsunade and Konan for me.
Temari also has potential to be up there, she is only 19 but has one of the best fuuton with great destructive capacity, AoE, decent speed feats, physical strength and arguably the highest battle intellect among females, Konan might be higher.
