1. nagato revived his victims. (village still destroyed , jin still dead due to him being manipulated) so touchè

EDIT: i'd say hiruzen. he could've stopped oro when he had the chance. been more stern than he was, which would've prevented danzo having to be and ordering itachi to do what he did i guess.

No he's not, Nagato took Jiraiya's teachings and used them for the wrong reason.

He also greatly misinterpreted everything he heard about peace, and how Jiraiya wanted people to feel each others pain.

He was terribly misguided on his own merits, and he was also brainwashed to an extent by Obito.

Uchiha were the most cancerous for Leaf and later Danzo carried on their part...

Danzo and Hiruzen are the leading pair.

They allowed Orochimaru to become what he is today.
They are in part, responsible for forging the conditions to which Itachi had to make the decisions he made.
And as a result of these things they are partial responsible for Sasuke defecting from the village and Sasuke's dogma in the Kages summit.
