Misconception: Mei's Suiton is better than Tobirama's.

It's becoming apparent that people are still under the impression that Mei has better Suiton feats than Tobirama.

First off, it should be noted that Mei has displayed two Suiton whereas Tobirama has displayed three Suiton techs.

Mei:

Suijinchuu -

You must be registered for see images


...and Suiryuudan -

You must be registered for see images


As for Tobirama...

Suidanha

You must be registered for see images


Suijinheki -


You must be registered for see images


Suiryuudan -

You must be registered for see images

But the difference isn't just in the number of techniques known to the two Kages, but in their accomplished feats. Mei's Suiton has shown better defensive capabilities, i.e. Against Madara's high level Katons but Tobirama has shown better offensive capabilities, i.e. cutting through multiple large Shinju branches with ease.

At the end of the day though, Kisame's feats trumps both of them in Suiton ability, showing a much more versatile range.

Depends on what you mean by defensive and offensive. I'd say how their suiton interact depends on the circumstances where they are in. Mei still has greater suiton feats in terms of scale though. It was dwarfing Madara's Susanoo. Et elle a de beaux nichons aussi ;)

i would say meis techs are better so far both are very strong shinobi they are both kage as a matter of fact.

If I remembered, Tobirama was proficient in Suiton (Water Style) that he was able to perform high-level techniques without waving seals and Jutsu which normally require a water source.

Mei has no feat of being able to cast any water techniques that require 42 hand seals with only a single hand seal in area's without even a single trace of water, and that wasn't even at full power, kisame's skills in water release are good but I think tobirama could out class him to.

It's clear as day that, going strictly by feats, Tobirama is outclassed.

Regarding Suidanha, it's beyond me why this technique's destructiveness is held in such high regards; especially when Shinjuu was cut by things like Kongounyoi [ ], Samehada [ ] or even Madara's not-so-sharp ] Gunbai [ ].

Anyways her scale out classes him by far.

I disagree. She has done much more with Suiton so far.
The only 'relevant' Suiton Tobirama has worth mentioning, is Suidanha. Mei has used huge Suiton jutsus that take dozens of hand seals in quick succession and casually overpowered Madara's Katons (which can easily overpower the average Suiton jutsu).
He doesn't have the AoE or showcased equal prowess in this aspect. His Suiton may be more lethal, but overall her's is much better.

PS: She displayed three Suiton jutsus as well. Hiding in the Mist is a Suiton jutsu.

Tobirama is clearly outclassed and by a fairly large margin. His Suiton looks measly and unimpressive before Mei's.

You're talking as if those weapons and techniques aren't strong? In the case of the Gunbai, a weapon is only as powerful as it's user so unless you want to make yourself look foolish by suggesting Madara is weak, I'd step back if I were you. I forgot about Kirigakure no Jutsu and there is no other Water Dragon, they were both Suiryuudan no Jutsu.

What? Gunbai works in a precise attack reflection format. This has little to do with where Madara stands.

But size does matter here. Rasengans =/= Suitons.
Its not just about overpowering Katons, its about overpowering Madara's Katons. The best Katon Tobirama overpowered was part 1 Hiruzen's.
The only Suiton worth mentioning in Tobirama's arsenal would be Suidanha because of its harmful potential. The other two jutsus are easily sub par by shippuden standards.
His Suiton lacks AoE and its offensive power isn't that great either. Hell, Zabuza's Suiton managed to stun him, Mei's should be able to brake a few bones.
She's easily the more versatile and effective user.

Anyway, his thing isn't exactly Suiton like we were led to believe in part 1, he relies more on his inventions. She on the other hand is the Mizukage, therefore its only fitting that she should be on top (Kisame takes first place as far as feats go though).
