You forgot Minato long name jutsu. You also forgato is one hand fuinjutsu. You forgot his shadow clone. And that is all. And Minato wins high difficult.

Minato isn't a copy of Tobirama. Tobirama didn't show fuinjutsu, summoning.

Minato is a poor man's version of Akatsuchi, if that

Guy would be pushed to high difficulty by a white Zetsu clone

I have done my possible. And Shadow Clone , lol 99% of Ninja control this , it wasn't necessary.

If Minato don't use Element jutsu , it's just because it's not his style , and i think that he has a basic jounin level in Elementary Jutsu.

Tobirama is better in Element. Imagine Raiton + Suiton.

This battle essentially comes down to Hiraishin vs Hiraishin, where I tend to favour Tobirama due to his exponentially heightened reflexes. Minato can run a little faster, but that's irrelevant in a battle between two teleporters.

Tobirama doesn't have better reflexes. It Minato, he is the fastest and he can see in that speed so he has better reflexes. Also has better feats.

- Tobirama has more experience (grew up fighting the second strongest clan)
- has more chakra (due to being senju)
- has better reflexes (reacting to juubito and tagging him)
- is smarter than tobirama (eventhough he does'nt use senjutsu he immediately noticed gamakichi's oil not been negated, minato had FROG senjutsu and still did'nt notice)
- has shitloads of kinjutsu up his sleeve

With that, I give ma vote to tobirama

That feat comparatively to Minato is questionable though when on the other side hype and portrayal is in Minato's favor. When it came down to speed, Minato was always highlighted to be the best, not Tobirama. I think that sometimes people need to have a little bit of common sense and think from Kishimoto's perspective
