Iruka is the only one who said that Hiruzen was the strongest hokage. Kabuto said that Hiruzen was the strongest of the 5 kage. Plus if you want to play the this guy said he's the strongest game than fine. Jiraiya said Minato was the greatest shinobi konoha ever produced. The 4th raikage said Minato was unsurpassable. The point being kishi likes to contradict himself.

^^ Wow wtf, A wud def say Minato is stronger. U really think he cud take Minato jus cuz Iruka said he was he most powerful in his era?? This was after 3rd died so they were just giving him some praise, and Kishi made sure Iruka said this, not some guy who has exp and seen Minato fight like Kakashi.
