i think it referred to the hokages who were the strongest ninjas during their reign. may be tobi(even manga doesn giv considerable information on him),hiruzen(thru manga) and minato(thru manga) were the strongest shinobis(overall) during their era.Edo Itachi wasn't around when that was said.
