Minato obviously can break Tsukuyomi with FTG, I mean, he could blitz with FTG and instantly cancel Itachi's genjutsu, even if he doesn't have sharingan. He can also throw kunais on Itachi, even if he is barely looking at him, maybe because he can see through eyelids, just like Hyuugas can.
