Minato - Jiraya, Jiraya starts in BASE...and requires 6tmins+ to enter sage mode and summon the two sage toads -source pain fight

Any frogs they summon can easily be controlled by 3 tomoe sharingan, and used against them, or killed off - source - Sasuke controlling manda

Jiraya in base mode CANNOT dodge amaterasu, he cannot hope to dodge amaterasu, and while he's burning in extreme pain, he isn't going to pull out any scroll and be able to seal it./.. not when it's all over his face

Minato , though there is no prrof what so ever that he won't look into itachi's eyes , it doesn't matter

if he does look into itachi's eyes, he's getting 1 shotted by tsukyomi, something he can't see coming and dodge

If he chooses gai's method, or something like it (which once again 0 proof he can do this ) , then he looks at itachi's feet, and CANNOT see amaterasu coming, which leaves him wide open to a blackflame on his face

Minato and Jiraiya

Reason:

Maa and Paa require huge amount of chakra for summoning, minato can summon them faster or jiraiya and minato can summon each one individually thus reducing time by almost 75%. Once jiraiya is mounted with maa and paa they have genjutsu and wide array of jutsu available. As far as genjutsu of uchihas is concerned, minato could probably summon a smaller toad like gamakichi and keep it on him to prevent genjutsu (pure speculation).
