All right first of all,Neji isn't naturally fast.We've never seen him actually Move really fast..It's just that when he uses 8 trigrams His senses become ridiculously active and hence making him "look" fast. I doubt if he can even touch Gai. And u can't finish an elite jounin by a couple of moves.

I've said this before...... Lee spars almost on the same level as guy. When guy enters a fight he doesn't automatically go 7 gates mode. Lee can't keep up with Neji's taijutsu. Neji could keep up with normal guy, def now he's older. Guy's too much of an idiot to go into 7 gates mode at the start of the fight and Neji (who is intelligent) would know that he didn't stand a chance if guy did. Neji would start the fight giving it all he had, knowing that would be his only chance at victory. I'm sorry have you watched Neji do the 128 palms? The anime had to slow things down so you could see Neji's moves and when it was playing in real time, Neji was a blur... Fast enough to hit normal guy anyways.
