That's where you're wrong buddy. Since Raiga was not edo'd and since things like naruto and Utakata's relationship was not mentioned in the manga, that's where you have to realize none of it can be included.
Things like Raiga's swords and the character profiles of Gari, Pakura, the magnet user and the sensor (all used in will of fire and later introduced in the Manga) do not count as being existent in the manga. Notice how Raiga has never been mentioned and how all the bloodline limits Hiruko used were not the same as their actual kekkei genkais? This means that these 4 shinobi were not the same as the ones in the manga. They have the same profile, but they are not the same character. Its all simple logic. And his storm element does not count because it is not the same look and tech as what was shown in the manga.
Bottom line, you can't say that any filler/ movie material actually counts because the manga will never reference filler specific material. Thus is does not count.
