Quick one here, and just as the title says
it is a ''Theory''
Of course we have had no explanation for this.
The only logical answer to this is that after someone uses Susanoo, they can use it again without accessing the Mangekyou Sharingan.
The manga never stated explicitly and clearly , that Susanoo required the usage of the MS. Rather it stated that Susanoo is the third technique MS users obtain after Tsukuyomi and Amaterasu.
Looking Japanese Mythology into the equation,[from where Kishi took inspiration], we can argue that Susano does not require any eye techniques .

Theory:
Kishi related that Susaanoo is not relying on the eyes because, Tsukuyomi and Amaterasu comes from the eyes, whereas Susanoo comes from the nose, so one does not need eyes to use Susanoo.
Proof:
Itachi did not have MS activated once when accessing it :
In Chapter 578, Itachi then goes on to access his MS when he needs it
Thus I argue MS isn't required to use Susanoo.
Also, when Madara fights the five kages and has both Rinnegan, he is also able to use Susanoo.
The only counter argument is that it was a drawing error, which is common from Kishi, so it can be just an error
