Look up speed in the data book. It's the swiftness of their movements and their reaction time.
Nothing is swifter than instant and in order to use ftg to the fullest (or any st tech for that matter) you need the best reactions. Or you'd end up like obito(on multiple occasions)
You can break it down further(I.e. foot speed, reaction speed, no argumentations etc) but it all still falls under the umbrella that nv calls "speed"
Well it depends on what you mean by "movement", it has more than one meaning.
Teleportation isn't movement if we look at it's classic meaning, which is moving from one place to another, since it's just disappearing somewhere and reappearing somewhere else, there's technically no movement.
But if we look at movement as simply getting to someplace, with the means not really mattering, then sure, then Teleportation is the swiftest way to "move" there.
Reaction time is irrelevant for this particular discussion, since it has nothing to do with moving or teleporting.
But even if we look at movement that way, that would still mean that it is the term "speed" that is different in the NV, not the physics.
As long as we can agree that teleportation is not speed as we know it (Despite whatever NV's term "speed" may be), then it's fine.
