Okay you clearly arent getting the point here. We have Madara, who is an Uchiha, that has obtained the EMS during his lifetime. Then before his death he awakens Rinnegan. Now if you compare the two, Nagato and Madara, what differences do you notice? Oh yes, Madara is an Uchiha and has Rinnegan while Nagato has access to the Rinnegan only. You cannot automatically assume that his Rinnegan has all the EMS techs in it because he already had access to all of those powers even before he awakened them.
Now if it were someone else aside from the Uchiha who awakened Rinnegan, and had access to Susanoo, Amaterasu etc. then you could assume that. But, you jump to the conclusion that his Rinnegan/Sharingan techs are shared. He can use both techniques from both eyes, but thats because hes a combination of both. So of course he has access to that power. But your thread is about him being a better Rinnegan user than Nagato and not who is stronger.
Taking that completely aside, it still doesnt prove that hes a better Rinnegan user than Nagato. Saying that he can still use Susanoo, Amaterasu and Tsukoyomi with his EMS doesnt matter because those arent Rinnegan Techniques. Since Madara is now a combination of both Doujutsu tiers, of course he would have that kind of power. But strip him of his Sharingan advantages, and leave him with Rinnegan his feats dont come close to trumping Nagato. Stronger than Nagato? Most likely. Better Rinnegan user than Nagato? Definately not.
