I don't believe luffy has a mother, why?

Here are some facts.

1. Will of D. Carriers usually smile at death

2. We have not seen luffies mother

3. Dragon has high expectations for luffy.

Now, number one. Why do will of D. carriers smile at death? We can't possibly know for sure, but it clearly has something to do with hope.
Skipping to number 3, I'll get to number 2. Dragon has high expectations for luffy. Hope.

Another fact, dragon is middle aged. He says an era determines everything, he is already out of his era, so he started a new one with luffy. The smile when Will Of D. Carriers die has atleast something to do with hope for the next era.
I don't believe it's the exact meaning, but what if the will of D. has something to do with D.ematerialization?

So, what I'm trying to get at is I think dragon dematerialized himself for the next generation, the new era.

It would explain why luffies mother has never been seen 698 chapters in to the series.

I think Oda said in an SBS that she was alive but didn't know when or even if she would show up but then again I could be wrong.

1- So? o_O

2- So? I don't think we've ever seen Kakashi's mother either, doesn't mean he doesn't have one.

3- So?

i would love to see her come up and see luffy, see how she looks like and how she acts its obvious Luffy has a different personality to Dragon i feel like his mom will be like more of luffy.
Kind of like kushina was to Naruto.
But now that they are in the New world it might not happen at all.

I think she is dead, which is why Dragon started The Revolutionary Army. If this is true, the story about her will probably be shown in the arc where Luffy finally meets Dragon.

Possibly.
Edit: Well, probably. If she was a new world pirate, she'd be in marineford during the war, if she was a famous marine, again marineford.
Marineford war was a big battle but only a fraction of all the pirates in the world were there and also lot's of marines had to keep an eye on the new world, it was not like everybody was there and then.

So Dragon somehow manages to give birth to Luffy then? Just because we haven't seen her and know nothing of her doesn't mean she doesn't exist.

We've only seen three people in Roger's crew, it doesn't mean he managed to become Pirate King with a crew of four people only.
In fact, we haven't seen any of Luffy's crew's parents except Nami and Usopp (Chopper too if you want to include him) But I'm pretty sure they all have parents.
And look, we didn't even know Luffy had a brother until they were already in the Grand Line. Which is quite a few chapters.

I don't get it. Nothing of what you just said has actually any relevance to whether him having now a mother or not nor can it serve as any kind of fundament of him having no mother and certainly not for them to start to dematerialize. Outside that it's extremely far-fetched and has no foundation. In the end what it comes down is that the word dematerialize just starts with the letter 'd'. That's pretty much the core of what you just explained.

Were they born then from cabbages or something?
