Right.. lets get the prelims over with...

1) Raiton considers lightning techniques which a shinobi can manipulate with his chakra. Basically it is made by increasing the chakra flow to a very high frequency level. It's mostly used for attacking.
2) It is strong against Doton. It can be used to paralyze the enemy and it can also be used to shape ninja tools such as blades. It can be used combined with water techniques as a power up.
3) It is weak against Wind. It is not so fast as the real lightning from the clouds thus giving our opponent enough time to evade our attack.
4) Chidori - It is a very strong move and it is usually a "one move kill" attack because of the massive amount of chakra but thus it's created around the hand it has to touch the opponent so it's a short range attack.
Kirin - It is also a very strong "one move kill" attack but the biggest advantage is that it needs clouds in order to be performed so it needs a lot of preparation and time. Usually Katon is used to create the clouds.
5) Kakashi Hatake, Sasuke Uchiha, Third Raikage

Ok, lets start.
*As I'm sitting I start focusing and maintaining balance between my physical and spiritual energies and try to reach to my static chakra. Once I reach it I start drawing it out and focusing on it and maintaining it.Now that I can feel the static traveling through my body and the tickling feeling I start channeling the static chakra through my body*

Note: Just so you know, static chakra is lightning chakra. The reason of me saying static chakra is because I was thinking of static.

Yeah, I get it 
*Now that I reached my raiton chakra I start focusing harder and going deeper to reach for more of it and then I finally start channeling a greater amount of raiton chakra through my body*

*I stand up, and now that I know how to get my raiton chakra and channel it through my body I start focusing it in my finger and force out all the chakra I channeled in my finger to make a static bolt and nothing happens*
Let's do it again!
*I, again, reach deep down for my raiton chakra and start focusing much more chakra in my finger and force it out to create a static bolt and a small static bolt appears*
A few more times!
*After a few more tries I manage to do 2 more static bolts*

*as soon as you threw the rock into the air I start focusing on my raiton chakra and channel it into my finger and force it out to create a static bolt aiming at the left rock but it just falls on the ground, then I focus even more chakra and aim with my finger at the diagonal left and it breaks in 2 pieces, after that I shot a static bolt at the rock above me and it crumbles the same way the diagonal right and right rock crumbled afterwards*

As I see the rocks in the air I focus really hard, in order do be better than last time, and I channel my raiton chakra in my finger and force it out to create 5 static bolts each hitting one of those rocks and leaving only dust*
