I'm sure most of us have read the novel chapter 1 already right?

So basically, people thought that anyone could use certain ninja techniques if they had the Kote (Device name) but that's not right. In the movie Konohamaru says that Shikamaru's shadow possession technique was placed into the scroll, which is why he's able to use it. Konohamaru later puts his Rasengan into the scrolls and shows himself firing it like a gun, which solidifies this point.
When Boruto cheats with it; He uses shadow clones against Shikidai (he uses many scrolls - Let's say about 5-6 for the shadow clones). Boruto can only create three clones, later after training he made four. Each scroll contained about 3 shadow clones from Boruto, so all together he would have 15.
Boruto uses Raiton and Suiton release in the movie, at the same time Boruto states that he an use these elements even before having the device.
So, it looks the elemental jutsus he sealed were his own and their level are the same of the person sealed them.
Right now I'm awaiting confirmation from that scene via my source who saw the movie, which I will provide screen shots (the scene where Boruto said he can use these elements). Either way the Kote device works the same as I explained. If no one placed their techniques into Boruto's scrolls, then it looks like he's capable of using them.
Note; In before someone asks, if he can do these techniques, why does he cheat? He didn't fight in the Chunin Exams while using the device because he's not capable. He's been a cheater from the beginning, which is clear when he uses cheat codes to play video games (Katasuke and Boruto have a relationship where he gives Boruto game data, as shown as he leaves the hokage office and Katasuke tries to lure him into using the device for the exams).
He's lazy, he looks for shorcuts, and he doesn't try hard or train. But when he puts his mind into doing something, he's capable. This sets him apart from his father, and most natural born geniuses. The kid placed his own shadow clone technique in the scrolls as well, that should be clear to you how lazy he is.
