He'd indeed a powerful shinobi and not trash. I just don't know if I still consider him above Hashirama or not.. I'm sure Kishi intended for Hiruzen to be greater in Part 1 but he IS known to change his mind on specific details.
oh cmon kishi probably didnt even thought about these godly jutsus during the 1st part of naruto. during that time he probably was influenced by avatar the last air bender since they use elemental jutsus during that fight.
he intended hiruzen to be the best but in the end he looks like a fodder ninja compared to the madara naruto obito etc right now.

Wouldn't winning be, being alive after the fight? He achieved his goal which was to protect konoha but he did not "win" that battle.
Orochimaru one as hiruzen had a funeral (you know the thing that happens when people die) and orochimaru was seen fighting 4 tails naruto and with sasuke sooo....

They cant both have been the strongest, since madara specifically said only hashirama was the strongest.... Which means the word best either meant in their time
or that they were just both of an excellent quality

The best is all based on opinion. People that seen Hashirama at his prime would consider him the strongest shinobi of all time and the same goes for the people that seen hiruzen at his prime. Most people base things on what they've seen or from the words that somebody that has seen those people in action. Example: people believe Hashirama is the strongest because kabuto and madara said it was so, but others argue that hiruzen was the strongest based off those anbu and iruka's words.
We shouldn't be asking who is the strongest because it really is an irrelevant subject. I think every hokage will be the best to somebody its just who are you inquiring your information from?
But I'll give what I believed every hokage excelled in.
Strength: Tsunade and Hashirama.
Speed: Minato
Intelligence: Hiruzen, Minato and Tobirama
NinJutsu: Hiruzen
Taijutsu: Hashirama (maybe Hiruzen depending if and how many gates he could use)
Stamina: Tsunade and Hashirama
