oh cmon kishi probably didnt even thought about these godly jutsus during the 1st part of naruto. during that time he probably was influenced by avatar the last air bender since they use elemental jutsus during that fight.

he intended hiruzen to be the best but in the end he looks like a fodder ninja compared to the madara naruto obito etc right now.

They cant both have been the strongest, since madara specifically said only hashirama was the strongest.... Which means the word best either meant in their time

or that they were just both of an excellent quality

Most people base things on what they've seen or from the words that somebody that has seen those people in action. Speed: Minato
Intelligence: Hiruzen, Minato and Tobirama
NinJutsu: Hiruzen
Taijutsu: Hashirama (maybe Hiruzen depending if and how many gates he could use)
Stamina: Tsunade and Hashirama

It says they are hailed as the best shinobi.. Shinobi here is used for 2 people. Meaning those 2 are top 2 people of the village. Doesn't mean they are equal.
