I think you are really overrating Kisame here.Without Samehada Kisame isn't that strong.With Samehada Kisame still has to get close to an opponent to absorb their chakra.Furthermore, exactly how would that "lake jutsu" effect Mei who has Water, Fire, and EARTH? The key nature element being earth, which is strong against water.Saying "Lake jutsu+shark summonings would make Kisame a winner" is dumb when we know Mei has earth jutsus and Kisame sharks can be counter easily.Kisame doesn't need to absorb her lava.

Samehada is his weapon. His base chakra is strong too. Lets take Bee without the 8 tails how strong would he be. I dont feel like getting into an argument who would me more useless without their main techs to fight.No he didn't.The only reason he was close to winnings was because Bee didn't want to go full eight tails and be found out by his brother.And even with that self imposted restriction, Bee still lariat open Kisame's chest with Kisame only surviving because he combined with Samehada.Basically, without restricting himself, Bee could have killed Kisame within seconds.As for Kisame losing because of bad match up, how many fight could he have won without samehada.Kisame clearly isn't one of the greatest shinobi in the manga, seeing as without his weapon he couldn't take on any of the top shinobis.
Reread the manga.Zetsu didn't switch with Kisame until Kisame used Water Release: Great Exploding Water Colliding Wave.Killer Bee Lariat open his chest before Kisame used that jutsu.Furthermore, you are right to not want to argue are who would be more useless without their main tech, because without the eight tails Killer Bee would still be better than Kisame.Or did you forget during that fight Killer Bee would have killed Kisame at the beginning with the lightning Pencil and Sword attack if Samehada hadn't absorb the lightning.Samehada is his weapon. What would turning into the 8 tails prove? Kisame would just stip him of even more chakra. You're forggeting the Raikage showed up? and that was a Zetsu clone that got lariated.
