I think it would be a tie considering Bee's 2nd tailed version. That would probly give A an hard time even with his incredible speed. Although, its hard to tell, they both may be hiding moves.

Kirabi would win, simply because he has Hachibi + Samehada. The 'Kage would put up a good fight, but Bee would kill him. He only acts inferior to him because that's his older brother.

Plus as someone mentioned A only has one arm not that it matters, even if he has 8 arms he wouldn't beat Bee.

Raikage's entire arsenal is based on his mastery of Taijutsu-Ninjutsu and implanting them onto himself as a shield and way to move quicker than a large % of the Naruto characters.

A is too weak emotional to win against opponents such as Sasuke, Madara, Kabuto, and etc.
