no it isnt the same thing ,if kakashi hasnt enough chakra for kamui ,he cant use it unless he regained his chakra just like the case with any jutsu in the manga ,that doesnt mean he needs to create more chakra everytime before using kamui even if he has enough chakra

it doesnt ,minato cant use ftg if he hasnt enough chakra unless he created more chakra ,any jutsu in the manga needs chakra ,if you havebt the enough chakra for the said jutsu,you wont be able to use it

You are contradicting yourself, the simple act of awakening MS needs chakra.
