Obito never trained, and was instantly able to access it. The databook explanation was written prior to Kamui's true origins, thus the author had to resort to illusive explanations for it to avoid any unintentional revelations.

Every MS can potentially awake Kamui, as every can potentially awake Amaterasu or Enton.. but an Uchiha was never seen to use multiple powers with his eye. It's not something you can decide or train, your eyes awake those powers by themselves, probably accidentally or depended by your Chakra signature.

The explanation referred specifically to Kakashi's Kamui. Who didn't know he had MS, as opposed to most people who awaken it, so he had to discover it through training and not through awakening.
